What are absolute MUSTS when keeping a betta fish?
habitat rules:
a minimum of a 2.5 gallon tank / bowl.
a temperature of 72-78 degrees.
crystal clean/clear water that is conditioned and de-chlorinated.
Indian almond leaves make the water smoother for them (but are not a necessity)
[filters are not necessary? just frequent (3-4 times a week) water changes]
tank decor:
smooth gravel (so it won't tear their fins)
they like plants to swim through / rest on
something they can swim through / hide in
location:
should not be placed in direct sunlight
should not be placed under or by air conditioning / heating vents
should be in a place where they get lots of attention
out of reach of children

Uhm crystal clear waters...Well no not really as long as ammonia and nitrItes are at 0ppm, and nitrAtes below 20. If the water's a little murky that doesn't matter as long as those readings are good.
Indian almond leaves? I've heard they stain the water brown. Not a necessity at all.
Filters not necessary. Heaters are. Just stick to 3x water changes.
Plants - real OR silk. Never plastic. They can also rip your bettas fins.
Try getting some cave or something hallow he can hide in too.
Location - lots of attention yes, but not where it's so busy and loud and lots of movement that it stresses him out.
Additionally:
- Feed him a varied diet. Mix between pellets, bloodworms, whiteworms, brine shrimp, daphnia will do fine and bring out his colours. A pea every now and then to aid digestion.
