Can you tattoo over an old tatt so that it looks like a large birthmark or port-wine birthmark?
My step-mother has a very old faded blueish tattoo and can't afford laser surgery and does not want a cover-up tattoo. She is willing to make it look like some kind of port wine birthmark or something, but I'm not sure this would cover it up? (She's very tan BTW)
Any tattoo artists ever do anything like this before?
